Invest in What Works Federal Standard of Excellence

Performance management and continuous improvement are critical activities for the federal government in optimizing program and service delivery, driving budget decisions, and ultimately, building an organizational culture focused on improving results. The Performance Management/Continuous Improvement Criteria in Results for America’s Invest in What Works Federal Standards of Excellence (Federal Standard of Excellence) outlines how federal agencies can:

4.1 Create strategic plans that have aligned outcome goals and metrics;

4.2 Use outcome data to improve a program’s return on investment; and

2020 Invest in What Works Federal Standard of Excellence

The Foundations for Evidence-Based Policymaking Act of 2018 (Evidence Act) incentivizes building evaluation capacities in the federal government; however, the law did not come with funding attached for implementation, leaving agencies to locate or redistribute resources to fully implement the Act, including its evaluation components. It’s infrastructure season. President Biden has proposed an American Jobs Plan that, following on the heels of the American Rescue Plan, could help the country rebuild roads, schools, and other critical and civic infrastructure. The success of this plan lies, in part, in identifying a way to pay for it. One mechanism that has been suggested is raising the corporate tax rate, the highest marginal tax rate and the tax on investment income, setting off a debate about whether such an increase could cover the cost of the plan and what impact it would have on businesses…

What does investing in what works look like? In Texas, state workforce officials are demonstrating how evidence-based grantmaking can improve outcomes for young people looking for a pathway to a successful career.

On March 25, 2021, RFA Workforce Fellows from the Texas Workforce Commission issued a $1.5 million ($300,000 per grant award) grant notice seeking applicants to provide building and construction trades-related training to youth aged 16–24 who are neither enrolled in school nor participating in the labor market. …

As we pass the one-year mark of schools and districts’ shift to remote learning in response to the COVID-19 pandemic, we are reminded of the importance for education to be continuously evolving to meet the growing needs of students and communities. Particularly given the pandemic’s disparate impact on Black and Latino students, students with disabilities, English learners, and students experiencing poverty.

Research and evaluation are key tools that governments can leverage to challenge assumptions made in policy. They allow policymakers to make well-informed decisions. The research and evaluation criteria in Results for America’s Invest in What Works Federal Standards of Excellence (Federal Standard of Excellence) assesses federal agencies’ research and evaluation capacities in areas such as the quality of the policies governing their evaluation activities (2.1) and their plans for investing and conducting evaluations (2.2) by building evidence (of what works and for whom) through learning agendas (2.3). These activities support and…

In March of 2020, a once-in-a-generation economic downturn and unemployment shocked the United States alongside the coronavirus pandemic. The CARES Act, legislation written to reverse the damage done to America’s workers, has changed how some are thinking about how we get people back in jobs that support their wellbeing, families, and communities.
